Really? Pretty much everything I found whilst trawling the internet to find the answer to this question said you had to equip it. I also had a FOmarl on the original PSOBB and I recall having to equip it when I made a Striker of Chao for her. I don't have a sandbox character to go and test this yet, but if that's the case, that's awesome.

Yes I can confirm, I have done it twice, using a RAcast. You just need to have the Branch of PakuPaku in your inventory.

Government quests are given by the lady beside the principal / lab principal (forgot everyones names @.@)

Couldn't find a mat plan for nilla Racaseals that I liked, so I made this one:

Any thoughts or comments? Is there a better one (different items/armor/shield). Only found very old ones on pso-world.
I used this stat simulator, if you want to play around with it.

It will evolve with different classes and/or different ID group, granted you feeded at levels divisible by 5.

The only difference I would make is to allow removing RR for ADR or similar, and still max all offense stats. Just my preference though.
