Yes. It makes you do more damage if you use regular attacks and smack monsters with it.

VoidDragon can sell this Psycho Wand for whatever price he wants. It's not like he just tagged along on a PW3 found one, left it on the ground, and had to be tracked down and given it back. A man should be rewarded for their hard labor.
