Shame BB Roulette doesn't let it go to 80%; 50% untekked is the highest you can get.
 
Since forever, it's part of the quest file ripped from SEGA BB servers. It was only ~80% tekked on GC, never been that way on BB which is why you've never seen it happen.
 
Guess that does explain why after 900 lucky coins here and at least a good 3000 on schthack, I only ever saw 60hit as the highest. Compared to at least 4 or 5 75hit+ items on GC after about 2000 LC's. Thats dumb. I can understand changing zalure from lv32 to 30 and making them a bit more expensive in the PD shop but If that can be put back to GC standards (man sega has no fucking logic sometimes), I think it'd be hella beneficial considering how damn rare it was.

I went into RL on my first character (RAcl) for the first time ever expecting to die, super low level. I managed get the room with the rifle cleared without dying (confuse traps) and it netted me a 50 hit Hell Laser.
Felt so lucky. Def one of my best moments here.
