Man I should have taken a picture of the 2 del rappys standing right next to each other when i was running ma4b for exp. One dropped something the other didn't but that's like a stupid low chance of finding them together. 1/512 x 1/512 = 1/262144 or something like that. Probably the only one on the server to see some shit like that lol.

It's not a bug. Really, you just got lucky. Each enemy that can have a rare type has the 1/512 roll done for it. You just hit the 1/512 twice in a row.

2nd RR found randomly in Solo Ruins runs. Stats are 209/222 when excluding the +20 stats. Much better than my old one.
