Sonic Team Armour is in the client but we'll probably never give it out, it's way too overpowered/centralising for what it is (Level 199 armour with 500DFP/EVP and 80 resists).

Arrest Needle on Ultima was the upgrade to Spread Needle -- like emoticon said you can get the S-Rank but it can't have hit. Hit Spread Needle can be better than SR Arrest Needle on RAcast though, depends what you're paralysing.

For armour, use either D-Parts Ver1.01 (for 35 ATP) or Black Hound Cuirass (for 300DFP).
For Partisan, I'm assuming you want it for lizards -- you should go with a Hell Scythe (S-Rank) or Excalibur. Charge Gungnir for cheapo strats (Asteron Belt kind of sucks compared to it on a RAcast with Shifta, although I'd guess it's the best if you have no shifta)
Replacement is either the S-Rank or Hit Spread Needle, your choice, they both work perfectly fine.

The only weapons you can add hit to are enemy part weapons: you can add up to a maximum of 50h using Photon Crystals.

Adding hit to weapon was an Ultima donation thing, it was never a feature of the official game.

Furthermore the name of the S-Ranks takes up the spots used by the percents, so they must be blank.

Is there a quicker way to get a basic Shot weapon than doing all the government quests up to vol opt? When do they start appearing in shops, or where do they drop?

boxes are good for things like that

if you mean level wise you find shots in ruins on normal, maybe mines but idk

Is Dark Meteor any good since it has no combo here?

Is Dark Flow combo locked?

Dark Meteor is pretty much useless, especially since it normally has 250 ATP. The only real alternatives are sacrificial shots. Needles are, for the most part, very weak.

Dark Flow is also combo locked, alternatives include Yunchang, Vjaya, Zanba, TJS, Red Sword, whatever. However, it's useful as a nuke for a lot of enemies with its special, although other weapons are still faster on some stuff it doesn't one shot.

Sacrificial Shots are the Charge/Berserk/Spirit shots.

For material plans you can use this but it is designed for SCHTServ, so some items don't exist and newman material cap is 150.

RAmar is better for soloing, RAcast is better for multiplayer with Shifta.

Right now, no, because there are some forced switch doors, and the timer is too short on Mop-Up 3 Episode 1 in Ultimate to ever solo.

I feel like some of my stats are horrendously low. Sometimes it seems like I'm being out-hit by characters 10+ levels lower than mine, though I know Hunters are stronger than Rangers. Basically:

I'm level 88 and my ATP is 473 with no equipment except for my mag. I've only used a handful of materials. I can technically enter Ultimate mode, but I do so little damage to even the most basic enemies that I might as well be peeing on them.

Took me long enough to get to the question...

Is this normal? Or am I a scrub?

It's normal because RA have pitiful ATP at all levels base-wise, you basically need power materials, mags, units, etc... to get a decent amount, especially at a low level like that.

yeah, it's normal. RAs will feel pretty "weak" in general until 150+, when units + mag will allow most classes to hit stat caps/get close enough to them. as a RAmarl, you do have the benefit of having shifta/deband and zalure/jellen at all times, I'm pretty sure you should be able to use lv 20 of all those techs by 88 with the help of a mind mag/units (since you only need the MST requirement to "learn" the tech, not to cast it afterwards)

just keep pushing through, you're just in that weird ult-joinable-but-not-really-ult-capable-phase, you'll find that RAs pretty gud lategame
