If I remember correctly, it had all items available that you can feed to a mag in the Tools Shop. When you select the NPC, it would bring up a menu that looked something like this:OMG, is this like a quest where all items are available in the item shop at all time (sol, monomates, monofluids, etc.)??? n.n
Soda has changed this already, the tool shop will now have all items available to you along with 3 random techniques regardless of your level.
This change is up on Lumireis and will be up on Auldrant/Fodra sometime tomorrow when activity is less.
The rotating shop was honestly bad design and scrapped in all later installments of Phantasy Star, plus you still need the meseta anyway.
