Yeah, I had a similar issue on XP. It would hang at the in-game patch and the launcher wasn't able to write to the folder. Worked fine on W10 though and I can just copy the install over to the Xp machine.
 
Try reinstalling/copy the game files into another folder and check if your antivirus isn't doing dumb things. :p
 
I can play now but I had to install it to my username instead of C: drive. Can't see it being my antivirus preventing me from deleting the folder.
