That's doable. Any rule is, really, would just let you know if it's valid at the start and can invalidate the moment an item is equipped that meets certain criteria too.

TA-mode would be sick, maybe even a way to get PB S/D from an NPC since building it is aids.
You can use sandbox accounts, or hardcore/regular, but you cannot use over 50h, and edited specials.
50hit on non-rares, and rares should be the maximum probably.
A poll on max Hit would make sense though.
