The bank NPC in Missing Maracas doesn't have it's position updated for Blue Burst, making it unreachable.
Unsure if difficulty matters but it was on Normal multiplayer mode.
This is fixed on Auldrant and Lumireis. I'll reload the quest list on Fodra/Devaloka later today or tomorrow, sometime when I won't be disrupting so many players and/or people in Challenge Mode.
