There shouldn't be any reason for a GM to restore anything or, let alone, take any action upon the user who supposedly stole the items.
If you give or loan something out to someone, especially someone you don't know what well, what happens to those items is really on you. You can hope you made a good choice when letting them use your equipment, but if you get screwed, it's on you.
I don't think any punishment should be given from a moderator or GM other than, perhaps, letting them know that the behavior is frowned upon. The community itself should be able to police this situation and either convince the user to give the items back, not play with that user anymore, or be more cautious with giving items to people, but you really shouldn't expect a moderator or GM to ban that user, or restore your items.
If we did stuff like that, posting these types of stories, true or false, could become common place in order to get people banned and/or duplicate items, etc. etc. it's simply something moderators and staff shouldn't be involved with.
