Programs like xpadder and joytokey not working

I have been having this issue where programs like xpadder dont work with pso. its a program that binds keys to a controller. Is it not supposed to work on purpose or is my computer just having issue,

is there an option somewhere that says something about "keyboard emulation"? Are you running as admin etc?

I don't see any keyboard emulator thing and yeah I'm running as administrator on pso and the program

I'm playing with Xpadder on a windows 10 pro system and it's working properly.

Just make sure you're launching Xpadder as an Admin (right click -> launche as admin) and launch PSO with Windows XP compatibility.

Old but gold.

Mine isn't a Rumblepad 2, it's a Dual Action IN a rumblepad 2 frame (some DIY repairing). It's been with me for 15 years.

Should also work well with the standard Logitech Gaming Software (that's the version for controllers, not stuff like keyboards). I use that with one of their latest controllers, the wireless F710. Just saying in case you guys want to change/upgrade your controllers eventually.
