Xbox Controller Opens Chat

Seems that every time I use the Action Palette Right binding it will input that command but ALSO act as if I hit space on the keyboard at the same time. This results in me just continually adding spaces until I use a menu to cancel out everything put in the chat window. Not using any extra software (Steam, Joy2Key, etc) to run the controller so not sure how these bindings are getting double booked. Any help would be appreciated as losing out on a button is a killer.

Here's what I have set up so far:

Try pressing F11 to toggle whatever that does.

Sometime I press it accidentally and get confused by extra spaces when typing or using my Xbox One controller. Persists across relaunches too. A day or so later I'll remember how to fix it (by pressing F11 again).
