I've already unlocked the Seabed area in solo mode, and cleared the lab quest 7-5 on the same difficulty mode.
 
Nice catch! This should be resolved now.

Also, just FYI for the future, you don't need to do government quests to unlock Seat of the Heart on the classic ship.
