Typically level 30 support techs (Shifta, Deband, Jellen, Zalure, Resta), and level 29 offensive techs (Foie, Gifoie, Rafoie, Barta, Gibarta, Rabarta, Zonde, Gizonde, Razonde) are worth 100-200k meseta each, or 2 techs for 1pd. Anything 21-28 has no value, with the exception of Grants and Megid 27 -1pd, lv28 -2pd, lv29 3-5pdish.

Also, techs are often bought in sets, so you may want to save up to have a full set of lv30 support techs and lv29 offensive techs to increase your chances of finding a buyer.
