is it possible for a From the depths skin to go on top of a ranger wall?

Since Ranger Wall has no model or texture to begin with, there's nothing to skin, so no. You would need to modify the ItemPMT to give Ranger Wall the model and texture IDs of From the Depths.
 
Won't work if you want this on Ephinea, you need your own server for this.

If that is what you were going to do ... not sure if something like this can be done via Lee's Item Editor for example?
