Game runs slow and doesnt seem to use all my pc resources

Installed the game today but when i tried playing it ran kinda bad even in the starting hub so i checked and lowered all my settings n it still was running kinda bad so i checked the task manager and saw that the cpu is getting maxed but the ram doesnt even go past 33% while playing which seems weird compared to other games even a gba emulator uses more so i came here to ask if its normal or i should change something on my settings?

What settings are you using? In the launcher's options, try Direct3D 8 or Direct3D 9, disable anti-aliasing and AF, and in the "MORE" page of the options, make sure you're using Pixel or Vertex fog. And also disable frame skip (set it to 0).

I tried with direct3d 8 9 and 11 with none really helping also played with the settings in ''MORE'' with frameskip on and off changing from 32 to 16 bits and with all 3 fog types and nothing really helped either also tried wait v-syng on n off and it didnt change much
