Creating Quests Question

I have a group of friends and we're all gonna play together we're just waiting on one of them to get their PC built and we learned about EPhinea. I read somewhere that there was a Quest Editor/Map Maker for Pso2EP1/2/4. I've been a 3d modeler since 2008 using Blender and have been on Teams from PokemonMMO Online, Gunz:The Duel DarkGunz, RaiderZ. I'm pretty Familiar with Unity and Unreal Engine. If someone has tools for creating quests or any knowledge of a post somewhere. I am looking but I want something that will be compatible with Ephinea.

We're not looking to cheat. We love PSO as much as anyone else on this Server just looking to make interesting ClientOrders.
I do know about the Phantasmal World tools but it doesn't really explain on that website how to utilize the files.
 
The main tool used for creating quests is Qedit, all information about it can be found at https://qedit.info.

Note that you can't create your own quest and then run it on Ephinea, quests have to be put up by the server running it, so you would have to submit the quest and then we accept it.

Does the Phantasmal Quest Editor work ? Are custom maps able to be designed? Like completely new Zones/Areas I've worked with GTK before
 
No idea, never used it.

When it comes to completely new maps, they can't be made currently, but even if they could be, Ephinea will not accept anything like this as we're not looking at add content to Ephinea.
