So you’re saying I’m hoping to be outbid it I don’t understand that makes no sense I have PDS. I don’t need to be outbid it please help me understand this.

They're very standard to give everyone a fair chance at items. You go against them, you get a trade ban. In this case the auctioneer would receive the ban for not following the 24 hour reset period. You might also get one too.

Someone could bid 300 right now and another 24 hours would start.
 
I see 7:47 PST for his bid from before, so 24h elapsed and you missed it by a little. I appreciate the interest. I'll follow up shortly but this one's done.
