AP1's are fairly affordable, and you can get Hondata's KPro (with an RSX ECU) on them. Clean low mileage AP1's are starting to go up in price though.

Spoon is right on the money with this. PSO is so hit and miss with modern hardware, especially laptops with dedicated GPUs. Personally, I would hold off for a bit and try one of the raven ridge apu powered laptops from AMD in the near future (zen cpu cores/vega gpu cores on a chip).

Don't have PSO installed right now so I can't double check but IIRC it's, go to Customize (like you were going to customize your palette), highlight the technique or item you want to assign, use the 1-0 keys. Enjoy.
