This error occurs everytime the screen dims while psobb.exe is open. It also occurs under other circumstances. Try to find those circumstances and avoid them as much as possible if they can be discovered.

Turn off Classic Fullscreen Mode, and at least have Window Mode activated. For the Alt + Tab Experience, deactivate both window options, and have at least one window open to use Alt + Tab or else the client needs to be closed unless there are multiple monitors.

Change this setting for programs that don't automatically ask for administrative permission. Some programs like Item Maker don't have this set automatically. Item Maker needs administrative privileges in order to let the client drop the items in the game.

Use this setting to keep the screen from looking dim and avoid the Direct 3D Device Error.
