Yes thats a feature of the Maser Beam, i dont know if any other combination apply to other weapons though, but this one is official. The missing ATP scaling makes it more of a tool than a weapon indeed. Despites the ATP on the card varies, damage inflicted seems to be static, why i was confused.

Oh right, i see. So its more like a tagger-tool than a weapon really, or a stun gun. That make sense. I thought something was broke, or i just didnt know how to use it. Now i get i just definitly didnt know its purpose :D Thanks for the answers guys!!
