No, the type of special on the weapon is fixed, though it's possible to tekk the tier of the special up or down. For instance, if you find a ??? (Dark) Raygun, you can tekk it as Shadow, Dark, or Hell. The section ID has no effect as far as I know.

Note that with PSO2 drop style, since the DAR drops with multiple people in the party, your party will benefit from the DAR increase even for monsters that have 100% DAR originally.

The OP says, "The event is for One Player only! You cannot play with others in this event." I presume this means you cannot have another character join at all. Also, people have mentioned using S-red's for SD, which suggests that they do not have access to a FO's SD.

The Drop Anything Rate (DAR) lowers as more people join the party to keep it balanced, but if you're alone, the DAR stays at its original value, which is the same as classic. See here for more details (notice that a 1-player game in PSO2 mode gets 100% DAR).

Most specials are reduced on multi-hit or multi-target non-rare weapons (as well as a subset of rare weapons), which is why Hell Vulcan is not so great. However, sacrificial specials (Charge, Berserk, and Spirit) never get reduced, so you get the full damage from them always. See...
